UVOD

This is the report of the Center for Democratic Transition (CDT) for 2018.

This intense year we tried to present through the key achievements of our work, the most significant activities and the most successful actions.

In a specific political and social environment, we have dealt with all the major issues relevant for improvement of democracy in Montenegro.

However, this was an election year, so our activities of civic observation of the elections were the most visible.

In 2018, we have continued to develop our research center that for the first time measured how the Western Balkan countries meet the political criteria for EU accession.

We have published dozens of research and recommendations for decision-makers in the field of elections, good governance, improvement of the judiciary, issues of security and violent extremism, as well as the media and social environment in which CSOs work.

Our findings and recommendations were presented at numerous public events in Montenegro, the region, the EU and the USA, involving decision-makers, international community representatives, experts and the media.

Year after year, the CDT's conclusions are becoming part of the official documents of domestic and international institutions and organizations.

For the third year in a row, our transparency has been rated five stars, which means that we are among the most transparent research centers in the world.

IZBORI

The CDT’s primary focus in this area was on civic observation of presidential and local elections in Podgorica, Kolašin and Pljevlja.

Over 350 observers were engaged in monitoring implementation of the election procedure in Montenegro.

The election campaign for the presidential election was marked by massive misuses of citizens’ signatures in support of individual presidential candidates.

More than 780 misuses of personal data have been reported to state prosecutors' offices through the CDT.

This election cycle demonstrated once again flaws in the work of institutions implementing the electoral laws, showing that it is necessary to improve the electoral process. .

That is why in the second half of 2018, we have focused on turning the public's attention to the fact that the electoral process must be improved through the reform of electoral legislation.

Our concrete proposals have also been presented through membership in the Parliamentary Committee on Further Reform of Electoral and Other Legislation.

The 2018 election cycle showed that the State Election Commission (SEC) made certain steps forward, but the steps backwards were considerably bigger.

The SEC has made decisions whose ethics and legitimacy are at the very least problematic.

We have offered a “roadmap” for changing the state of affairs through the policy proposal titled “State Election Commission – a failed experiment".

In 2018, the Agency for Prevention of Corruption (APC) has not shown that it is ready to carry out the actual and not just formal controls of the process of financing of political entities and the use of state resources.

The quality of its work is still one of the most critical points of the electoral process.

Our recommendations for improving the APC’s work are in the document titled “How to Achieve Electoral Legitimacy”.

Wanting to contribute to speeding up and intensifying the electoral reform we have prepared for the first time an assessment of progress of Montenegro in meeting the political criteria for EU membership regarding fair and free elections.

We have concluded that rating of the current situation in this area, on a scale from 1 to 5, is 2.64.

With the policy proposal titled “Legitimacy and integrity of elections - a necessary step towards European value” we have proposed the right direction for completion of the electoral reform.

Through the project titled “Strengthening Institutional, Political and Electoral Integrity in Montenegro” we have analyzed how certain provisions of electoral laws are being applied and how the Agency for Prevention of Corruption Agency works.

Project was realized in cooperation with the Embassy of the Kingdom of the Netherlands.

Through the projects titled “Monitoring of the Presidential Election” and “Monitoring of Local Elections” we have conducted civic observation of presidential election and local elections in Podgorica, Pljevlja and Kolašin, and monitoring of all the important segments of the electoral process associated with these election cycles.

Projects were realized in cooperation with the Rockefeller Brothers Fund and the US Embassy in Podgorica.

DOBRO UPRAVLJANJE

Regular measurement of openness of institutions continued in 2018.

Through the Regional Index of Openness, we have been establishing the level of openness of the executive, legislative, judicial authorities, as well as local governments, and together with partners from the ACTION SEE regional network we have compared these phenomena in six countries of the Western Balkans.

Neither the courts nor the prosecutor’s offices have worked enough to improve the policy of openness compared to the previous measurements.

They have achieved the best results in our region according to our measurements, which demonstrates the low level of openness of the courts and prosecutor's offices in the region.

The judiciary is one of the key areas for progress in EU negotiations, so in 2018 we have monitored how the criteria in this area are being met.

We have found that rating of the current situation in the judiciary in Montenegro, on a scale from 1 to 5, is 2.91.

Detailed findings with ratings and recommendations were presented in the “Judiciary” analysis.

Particular attention in the field of judiciary was given to the analysis of an extremely important area of appointment and promotion of judges and prosecutors.

In cooperation with our partners from Serbia and Bosnia and Herzegovina, we have conducted an assessment of trainings and education of judges and prosecutors in the countries of the region as well as evaluation of the role of education within the basic criteria for appointment and promotion of judges and prosecutors.

Local self-governments have not achieved a greater degree of openness compared to the previous year either.

We have presented openness of local self-governments in more detail in the following policy proposal:

Results of the research on openness of institutions were sublimated into the following Road Map in 2018 as well:

These are “road signs” for institutions on what steps should be taken to enhance openness.

Our recommendations were consistently presented on public events and in direct contact with decision-makers.

We paid great attention in 2018 to fight against crime and corruption. In cooperation with our partners from the SELDI regional network, we have launched a research on the perception of corruption in the countries of the Western Balkans.

Moreover, we have assessed Montenegro's progress in this important area for EU accession through a series of indicators and established that the average rating on a scale of 1 to 5 in this area is 2.55.

With the project titled “Responsibility, technology and openness of the institutions in South East Europe - ACTION SEE”, in cooperation with partners from the ACTION SEE network, we have been establishing the level of transparency of all branches of government in Montenegro and the countries of the region. This initiative was financially supported by the EU.

With the project titled “Using New Media to Promote Transparency of State Institutions” we have been establishing the level of transparency of institutions in Montenegro, with the financial support of the National Endowment for Democracy (NED).

Through the project titled “Civil Society for Good Governance and Anti-Corruption in Southeast Europe: Capacity Building for Monitoring, Advocacy and Awareness Raising”, in cooperation with SELDI network partners, we are researching the fight against corruption at the national and regional level, with support from the EU and the Ministry of Public Administration.

Through the project titled “Appointment and promotion of judges and prosecutors: requirements of knowledge, training and education”, together with partners from the Centre for Judicial Research - Serbia and Why not - Bosnia and Herzegovina we have been implementing actions that will link the criteria for appointment and promotion of judges and prosecutors in the countries of the region, legal training and knowledge of the law and specific legal issues related to judicial and prosecutorial work. The project was funded by the European Fund for the Balkans.

INTEGRACIJE

Our work in this program area was inspired by the EU Enlargement Strategy for the Western Balkans.

Our work in the field of EU integration, which focuses on measuring the fulfilment of the political criteria for accession of Montenegro to the EU, has been extended to three other countries in the region.

After accession of Montenegro to NATO in 2017, the activities of our Info-Center on Euro-Atlantic Integration were focused on fostering public dialogue with important political and social actors on the security and political challenges faced by Montenegro and other Western Balkan countries.

We have explored the Russian economic influence in the Western Balkans region, and our research findings were presented to decision makers in Brussels and Washington.

Civic hours in the NATO Info-Center were attended by the leader of the Civic Movement URA Dritan Abazović, President of Crnogorska Vladimir Pavićević, political and civic activist Rade Bojović, and the national coordinator for combating violent extremism and radicalism leading to terrorism of the Republic of Kosovo, Ljuljzim Fuštica.

Through the work of the NATO Info-Center we have continued to deal with the problem of violent extremism more intensively.

Through membership in the interagency Operational Team for Implementation of the Action Plan for Implementation of the Strategy for Countering Violent Extremism we have contributed to preparation of the new National Strategy on Countering Violent Extremism with the accompanying Action Plan.

In order to promote comprehensive social action, public dialogue and a better understanding of the various forms of violent extremism, together with the Ministry of Interior, and in cooperation with the OSCE Mission to Montenegro, we have prepared a National Platform for Countering Violent Extremism.

Under the slogan “Together Against Violent Extremism”, at the presentation, we have gathered representatives of competent institutions, local self-governments, media, political parties, non-governmental organizations, religious communities, academia as well as other social actors that can contribute to counteracting these phenomena.

The project titled “Western Balkans in the Process of EU Accession: Meeting the Political Criteria” has enabled us to monitor how the Western Balkan countries meet the political criteria on the road to the EU.

The project was supported by the Royal Norwegian Embassy and the Balkans Fund for Democracy.

Activities of the NATO Info-Center were funded by the NATO's Public Diplomacy Division through the “Info-Center on Euro-Atlantic Integration” project.

Through the project titled “Promoting Sustainable Economies in the Western Balkans through Improvement of Management” we have explored the Russian economic influence in the Western Balkans region (Montenegro, Serbia, Macedonia and Bosnia and Herzegovina).

We have conducted this research in cooperation with the Center for the Study of Democracy (CSD) from Sofia and with the support of the Center for International Private Enterprise (CIPE) from Washington.

CIVILNO DRUŠTVO

The focus of our activities in 2018 in this area was continuation of major campaigns for the promotion of European values. 

Through the documentary film “The Fight of Mara Bogdanova”, and inspired by the Nebojša Bata Tomašević's book “Orlov krš”, we have depicted the private history of Partisan Illegal Mara Laković, which is also the history of Yugoslav people.

The documentary film was shown on the Radio and Television of Montenegro (RTCG) and it was promoted in numerous domestic and regional media. With the aim of promoting anti-fascist values, we also organized a thematic exhibition in Montenegro.

In 2018, with partners from the Citizen's Association Why not from Sarajevo, we have launched an online platform titled Raskrinkavanje.me to combat the spread of disinformation in Montenegro and the region.

In the first phase of our work, we have focused on monitoring the media content in the area of foreign policy, defense and security.

We have dealt with the analysis of media content also through the regional initiative of the National Democratic Institute from Belgrade, which predominantly assessed orientation of media releases in Montenegro.

Conclusions of the analysis, which showed that the traditional media in Montenegro were largely pro-western oriented when it comes to reporting on foreign policy issues, were presented to decision-makers and to the public concerned in Washington and in Brussels.

We have continued with activities to improve the status and conditions of work of NGOs in Montenegro. As in previous years, we have analyzed the conditions in which NGOs in our country work through the CSOs Sustainability Index.

The overall sustainability of CSOs has not changed significantly in relation to earlier measurements, although improvements have been made in terms of financial sustainability, infrastructure and public image of the sector.

We have continued with realization of the project “European Horizons of 1917 - its significance and lessons learned”, which was financially supported by the European Commission - the Education, Audiovisual and Culture Executive Agency (EACEA).

The project titled “CSO Sustainability Index” has enabled us to continuously analyze all aspects of the work of NGOs in Montenegro. The project was supported by USAID.

The project titled “Media Content Analysis in the Western Balkan Countries” has allowed us to analyze the content of the most influential Montenegrin media in terms of Montenegro's foreign policy. The project was supported by USAID through the National Democratic Institute in Belgrade.
